Mass deletion is a good solution but we need to see and filter any file that good to keep first. I am not sure if mass deletion have that function to delete only non-used files. ::: I suggest a notice on [[Wikipedia:Kedai Kopi (lain-lain)]] where everyone is asked to help check unused files. And all files that is not in use in for example 30 days will be deleted.
::: Same with files without a license. Unless they qualify for fair-use then only the uploader can add a valid license. If they do not have a license then you can't keep it even if it is in use.
