As written on User:MGA73 I try to make sure that all files on ms.wikipedia have a valid license. If possible I will copy free files to Commons.
This page contain tips and info about the progress. Atm. there are 18,425 files (13th March 2023 19,233):
- Free files (Kategori:Semua media bebas): 16 (5th March 941, 13th March 2023 837)
- Non-free files (Kategori:Semua media bukan bebas): 18,410 (13th March 2023 18,405)
5* Free in home country but perhaps not the US (Kategori:Imej domain awam Itali dengan status hak cipta AS tidak diketahui): 1 (13th March 2023 1) The reason the numbers does not match the total is that some files are in both categories. For example a photo of a statue. The statue is non-free but the photographer placed the photo under a free license.

Non-free files should have fair use rationale template.

- You can add the information template with https://tools.wmflabs.org/add-information/no_information.php?language=ms&project=wikipedia and if all relevant fields can be filled out the file can be copied to Commons
