Perbadanan Perpustakaan Awam Negeri Sembilah or PPANS its Corporation own by State Government of Negeri Sembilan Negeri Sembilan that the main function to manage all Public library or Information center in Negeri Sembilan. PPANS was establish by Enactment Perbadanan Perpustakaan Awam Negeri Sembilan Bil. 6 year 1974 in empowerment on 1978. PPANS is managed by a board of directors, persons appointed by the regulatory law in the enactment. The Board is chaired by YB Negri Sembilan Secretary.

Library of Sir Henry Gurney sunting
The early history of the Negeri Sembilan library was through the establishment of a Library located at Jalan Dato 'Abd. Malek,
Seremban this library named Sir Henry Gurney. The Sir Henry Gurney Library was officially opened on July 30, 1952 .
Recognizing the importance of libraries to the public, then the Negeri Sembilan government has taken over the administration of this library in 1978 through the Negeri Sembilan Public Library Corporation (1974) Enactment. The Gurney Library Committee has agreed to submit this
library to the Corporation from 1 October 1978. Originally it was made of wood and only 60'x40 'and asbestos roofed.
It can only accommodate about 50 seats and can accommodate a total of 10,000 books. The building was demolished and
its former land site was developed.
Old State Secretary of Negeri Sembilan sunting
Starting with Sir Henry Gurney Library, PPANS has moved and occupied the Old State Secretary of Negeri Sembilan Old Building located at Jalan Dato 'Hamzah in 1987. The project to renovate the building was started on 29 March 1988 with the allocation from the Federal Government through National Library of Malaysia and completed in May 1989, while public service began in August 1989.
The State Library Building at Jalan Dato 'Hamzah has provided 16 years of service to the people of Negeri Sembilan, this unique western architecture has become an icon of Bandar Seremban and has been recognized as a national heritage building. To maintain the building as a National Heritage Building and the suitability of state libraries according to current conditions (spacious and more comfortable space). The State Government has proposed to place PPANS at Wisma Umno Building as State Library Temporary Building. Through the allocation of the Negeri Sembilan Government, renovating the Wisma Umno Building to be the State Library and the administrative center of the PPANS was completed on 11 January 2007.

From January 11, 2007, PPANS moved to Wisma Umno Building while the State Library Building at Jalan Dato 'Hamzah was officially handed over to the State Secretary of Negeri Sembilan office on 29 January 2007. The State Library Service at Jalan Dato' Sheikh Ahmad operates on April 2, 2007. The building is located in a strategic location in the heart of Seremban town and is able to attract people to come to the Library to enjoy the facilities provided. The State Library consists of three floors ie, ground floor, mezzanine and floor level. The ground floor space of the building houses a Children's Zone (special service for children) of 6,597.74 k / p and is expanded with a 5,174 k / p mezzanine level to house the PPANS Administration Center.
Samsung Smart Library sunting
In 2017, Samsung sponsored the renovation of the Seremban State Library's children's space library to Samsung's smart library. Samsung has spent on custom fixtures and provides the latest Samsung gadgets and gadgets for people to search for information. The Samsung Smartphone is officially opened by YAB Menteri Besar of Negeri Sembilan Dato 'Seri Utama Mohamad Bin Hj. Hasan on 22 August 2017.

In addition to State libraries, PPANS has public libraries in every district in Negeri Sembilan so that PPANS has 7 District Branches, 2 Pekan Library, One Housing Library, one Seremban moving library and 73 are rural libraries in each district. The establishment of the Rural Library made the total number of PPANS services center is 85.
