Robert John Downey Sr. lahir di Manhattan, Bandar Raya New York kepada Elizabeth McLauchlen, seorang peragawati kacukan Ireland-Hungary[3][4][5][6][7] dan Robert Elias Sr., seorang pengurus motel dan restoran[1] keturunan Yahudi Lithuania.[8]
Beliau menukar nama keluarganya untuk memasuki Tentera Darat Amerika Syarikat di bawah nama bapa tirinya, James Downey meskipun di bawah umur pada ketika itu.[9][10]
