Kejadian Tebing Dogger (juga dikenali sebagai Kejadian Laut Utara, Pencerobohan Rusia atau Kejadian Hull) berlaku pada malam 21/22 Oktober 1904, apabila Armada Baltik Tentera Laut Imperial Rusia tersilap menyangka kapal pukat tunda awam British dari Kingston upon Hull di kawasan Tebing Dogger di Laut Utara itu bot torpedo Tentera Laut Imperial Jepun dan ditembak, juga saling menembak dalam keadaan kelam-kabut.
