Istilah "Wilayah Luar Negeri British" diperkenalkan oleh Akta Wilayah Luar Negeri British 2002, menggantikan istilah Wilayah Tanggungan British yang diperkenalkan melalui Akta Kerakyatan British 1981. Sebelum 1 Januari 1983, wilayah-wilayah tersebut secara rasmi dirujuk sebagai [[Jajahan mahkota|Tanah Jajahan Mahkota British]]. Dengan pengecualian Wilayah Antartik British serta Georgia Selatan dan Kepulauan Sandwich Selatan (yang hanya menempatkan pegawai dan kakitangan stesen penyelidikan) dan Wilayah Lautan Hindi British (digunakan sebagai pangkalan tentera), wilayah-wilayah lain mempunyai populasi awam yang tetap. Penduduk tetap untuk 7,000 orang atau lebih yang menetap di Kawasan Pangkalan Berdaulat Akrotiri dan Dhekelia adalah terhad untuk rakyat Republik [[Cyprus]].
