Bersama-sama dengan Vultee XP-54 dan Northrop XP-56, ia terhasil daripada pesawat R-40C cadangan Kor Udara Tentera Amerika Syarikat yang dikeluarkan pada 27 November 1939 untuk penghasilan pesawat dengan prestasi yang lebih baik, persenjataan dan kebolehlihatan juruterbang berdasarkan pesawat pejuang sedia ada; ia dibenarkan secara khusus untuk reka bentuk pesawat yang tidak konvensional.
