According to wmf:Resolution:Licensing_policy (#3) "An EDP may not allow material where we can reasonably expect someone to upload a freely licensed file for the same purpose, such as is the case for almost all portraits of living notable individuals."
I think it would be a good idea to add that to Wikipedia:Kriteria kandungan tidak bebas (criteria #1) so that users do not have to read the resolution to read that.
I do not speak Malay so perhaps a local user could check if this google translation makes sense:

- As far as I can tell then Wikipedia:Kriteria kandungan tidak bebas is translation of en:Wikipedia:Non-free content criteria. So the meaning should be the same. Some of the text from en:Wikipedia:Non-free_content#Meeting_the_no_free_equivalent_criterion is also added it seems. But perhaps it would be a good idea to add split op the long text in #1 with a <nowiki>
