Dr, Mr Chan Chee Ching (Tulisan Cina Ringkas: 陈志劲; Tulisan Cina Tradisional: 陳志勁) adalah seorang Cina Malaysia yang merupakan seorang doktor pembedahan serta seorang peguam. After working 6 years as a doctor in the United Kingdom, he moved back to his home country in 2016 to practise as a lawyer. He is a member of 2 Bars. He has been called to the English Bar in 2016 and he is a member of the Malaysian Bar since 2017. He intends to do his pupillage in Sabah so he can be called to the Sabah Bar.

Chan dilahirkan dan dibesarkan di Tawau di negeri Sabah, Malaysia. Chan adalah keturunan generasi ketiga dari keturunan Cina Hokkien dan Hakka. Datuk dan nenek bapanya adalah Hokkien yang berpindah dari wilayah Fujian, China, ke Borneo Utara pada tahun 1910an. Bapa Chan, Chan Yee Hing, adalah yang kesembilan daripada 11 adik-beradik dalam keluarganya. Ibu Chan, Ngui Kim Yun, berasal dari keturunan Hakka dan dia adalah yang keempat dari 6 adik-beradik dalam keluarganya. Abang sulung ibunya adalah seorang pakar pembedahan am di Ayesbury, England, United Kingdom. Chan hanya mempunyai 1 adik perempuan, Chan Yee Yin yang juga merupakan seorang doktor perubatan dan dia adalah 2 tahun lebih muda daripada Chan. Adik Chan adalah seorang pelatih obstetrik dan ginekologi dan dia memperolehi ijazah perubatannya di University of Nottingham. Chan fasih berbahasa dalam Bahasa Melayu, Inggeris dan Cina (Mandarin, Kantonis dan Hakka).

Chan tinggal di Tawau, Sabah sehingga usia 18 tahun. Beliau kemudian berpindah dari Malaysia Timur ke Semenanjung Malaysia untuk menghadiri Kolej Tuanku Ja'afar (KTJ), sebuah sekolah berasrama dekat Mantin, Negeri Sembilan. Beliau berada di Mantin selama 1 setengah tahun sebelum berpindah ke Kuala Lumpur untuk belajar di IUniversity Perubatan Antarabangsa (IMU). Beliau tinggal di Kuala Lumpur selama 3 tahun sebelum berpindah ke United Kingdom pada tahun 2003 untuk menyelesaikan ijazah perubatannya di University of Edinburgh, Scotland.

Family background and early life

Early life

Chan was born and brought up in Tawau in the state of Sabah, Malaysia. Chan is a third-generation Malaysian of Chinese Hokkien and Hakka descent. His Hokkien paternal grandfather and grandmother emigrated from the Fujian province, China, to North Borneo in the 1910s. Chan's father, Chan Yee Hing, is the ninth out of the 11 siblings in his family. Chan's mother, Ngui Kim Yun, is of Hakka descent and she is the fourth out of 6 siblings in her family. Her eldest brother is a retired general surgeon in Ayesbury, England, United Kingdom. Chan has only 1 sister, Chan Yee Yin who is also a medical doctor and she is 2 years younger than him. His sister is an obstetrics and gynaecology trainee. Chan is fluent in Malay, English and Chinese (Mandarin, Cantonise and Hakka dialects) languages.

Chan lived in Tawau, Sabah until the age of 18. He then moved from East Malaysia to Peninsular Malaysia to attend Kolej Tuanku Ja'afar (KTJ), a boarding school near Mantin, Negeri Sembilan. He was in Mantin for 1 and a half years before moving to Kuala Lumpur to study at International Medical University (IMU). He lived in Kuala Lumpur for 3 years before moving to the United Kingdom in 2003 to complete his medical degree at University of Edinburgh, Scotland.

Life in the United Kingdom

Chan has lived in all the 4 capital cities of United Kingdom which are London in England, Edinburgh in Scotland, Cardiff in Wales and Belfast in Northern Ireland. He chose to live in these 4 cities to understand the different British culture and to gain more life experience. He lived in the United Kingdom for 13 years. He started living in Edinburgh, Scotland since 2003 and he lived there for a total of 5 years, 3 years as a medical student and 2 years as a Foundation Year Doctor. When he was a third year medical student, he lived at Kincaid's Court, Edinburgh and when he was a fourth and final year medical student, he lived at Marchmont Road, Edinburgh. In 2009, he moved to Northern Ireland. Chan lived in Northern Ireland for a total of 2 years when he was a core surgical trainee under the Northern Ireland Deanery recruited by Northern Ireland Medical and Dental Training Agency (NIMDTA) . He lived in Belfast City, Coleraine town and Enniskillen town. Chan subsequently obtained the Ear, Nose and Throat Surgery Academic Clinical Fellowship Award sponsored by National Institute for Health Research (NIHR) in 2010. He lived in East Riding of Yorkshire including Cottingham and Kingston upon Hull for 2 years before moving to the capital city of Wales, Cardiff to read law.

Chan stayed at Aberconway Hall during his first year of law degree at Cardiff University. During his penultimate and final years of law study he lived at 20, Colum Road. He received the LLB Merit Scholarship by Cardiff Law School for 2 years consecutively based on his first and second year LLB results. When he was at Cardiff University, he participated in mooting competition, public speaking competition and pro bono scheme. He was selected to be in the NHS Continuing Healthcare Pro Bono Scheme from 2013 to 2015. He was active in the Cardiff University Malaysian Students Society (MSSCF) and he was selected to be the Best Member of MSSCF in 2013. He performed for 3 consecutive years in the MSSCF's flagship event, Festival of Diversity (FOD), which is synonymous with Malaysian Night. He performed in the Dikir Barat in FOD X Maharajalela in 2013, danced the Indian dance in FOD XI Takdir in 2014 and acted as a supporting actor, the Officer in FOD XII Ratu Kelantan in 2015.

London is the last capital city in United Kingdom where Chan stayed at after staying at Edinburgh, Belfast and Cardiff. He went to London in September 2016 to study his Bar Professional Training Course (BPTC) at City Law School, City, University of London. City Law School was previously known as the Inns of Court School of Law. Upon passing the BPTC, he was called to the Bar and was admitted as a member of the The Honourable Society of Lincoln's Inn, qualifying as a Barrister-at-Law. During his 1-year stay in London, he lived at Kirby Street Unite Students, which is close to both City Law School and Lincoln's Inn. During his BPTC, he was quoted to be the most frequent visitor to the City Law School Library at Gray's Inn Road.

Chan menunjukkan kualiti kepimpinan sejak muda. Beliau ketua kelas ketika dia berada di sekolah rendah 6. Dia adalah pengawas sekolah dari Tingkatan 1 hingga Tingkatan 5 semasa tahun sekolah menengahnya. Beliau adalah penolong ketua pengawas apabila beliau berada di Tingkatan 5. Beliau dipilih S.M.K. St Patrick Pelajar Contoh (Lelaki) 1998, yang serupa dengan model peranan pelajar. Apabila beliau sedang belajar A-level di Mantin, beliau adalah seorang pengawas kolej dan pustakawan kolej. Chan adalah ahli Boys' Brigade di Cawangan Tawau Ketiga, Sabah dari 1993 hingga 1998. Beliau adalah Sarjan CawanganTawau Ketiga dari tahun 1997 hingga 1998. Kaptennya adalah Stephen Chin yang beliau belajar dari bagaimana untuk memimpin sebuah pasukan. Dia memainkan sangkakala di Band Brass Boys' Brigade Cawangan Tawau Ketiga.

Personal life

Chan shows quality of leadership since young. He was a class monitor when he was in primary school standard 6. He was a school prefect from Form 1 to Form 5 during his secondary school years. He was the assistant head prefect when he was in Form 5. He was elected the S.M.K. St. Patrick All-Rounder Student (Male) 1998, which was similar to student role model. When he was studying A-levels in Mantin, he was was a college prefect as well as a college librarian. When he was studying at Universiti Perubatan Antarabangsa (IMU), he was the batch representative for M2/2000 from 2002 to 2003 representing more than 120 medical students in his batch. He was also the secretary for IMU Chinese Society 2002/2003 and the treasurer for IMU Squash Club 2002/2003. His batchmates were Chong Kai Loon, Au Jing Yan, Lai Ken Lee, Yau Lin Tai, Khoo Kim Lim, Chong Chung Khai, Lim Chiao Yee, Ch'ng Tong Wooi, Gan Earn Hui, Fabian Fong, Liew On Heong, Choong Yee Wan, Leong Sir Kit and etc. When he was studying medicine at University of Edinburgh, he was a committee member of the Edinburgh Malaysian Society Association (EMSA) 2004/2005.

Chan was a member of the Boys' Brigade of Third Tawau Company, Sabah from 1993 to 1998. He was a Sergeant of Third Tawau Company from 1997 to 1998. His captain was Stephen Chin whom he learnt from on how to lead a team. He played the trumpet in the Boys' Brigade Brass Band of Third Tawau Company.

Sukan

Chan adalah seorang atletik dan orang yang berminat mencabar. Apabila beliau berada di sekolah menengah, beliau bermain bola keranjang secara kompetitif sebagai pengawal penembak. Beliau menggulingkan bahu kirinya untuk kali pertama pada 1996 ketika beliau cuba menangkap rebound. Selepas itu beliau mempunyai kehelan bahu kiri berulang. Beliau menggeledah bahu kirinya selama 7 kali dan beliau biasanya mengurangkan kehelannya sendiri kecuali 2 kali ketika beliau perlu menghadiri hospital untuk pengurangan di bawah anestesia. Dislokasi beliau berlaku semasa berenang, bermain bola sepak, bermain rugbi dan akhirnya semasa tidur. Beliau menjalani pembedahan pergeseran capsular untuk mengurangkan risiko bahang bahu selanjutnya. Sejak 2007, beliau tidak mempunyai sebarang bahang bahu lagi.

Beliau bermain skuasy secara kasual semasa tahun-tahun sekolah menengahnya. Minat beliau bertambah apabila beliau belajar di sekolah menengah Kolej Tuanku Ja'afar (KTJ). Beliau bermain kompetitif ketika dia belajar di Universiti Perubatan Antarabangsa (IMU) dan bermain di Pusat Skuasy Nasional, Kompleks Sukan Negara Bukit Jalil. Beliau mewakili University of Edinburgh dan Cardiff University untuk bermain di Nottingham Malaysian Games pada tahun 2003 dan 2012 masing-masing.

Beliau seorang pelari yang berminat. Beliau menyertai 1 maraton penuh dan 4 separuh maraton sebelum ini. Beliau berlari maraton penuh di Edinburgh pada tahun 2006. Dia berlari separuh maraton di separuh maraton Pulau Pinang 2003, Seremban separuh maraton 2003, setengah maraton Cardiff City 2013 dan 2014.

Sports

Chan is an athletic and adventurous person. When he was in secondary school, he played basketball competitively as a shooting guard. He dislocated his left shoulder for the first time in 1996 when he was trying to catch a rebound. Subsequently he had recurrent left shoulder dislocation. He dislocated his left shoulder for 7 times and he normally reduced the dislocation by himself except for 2 times when he needed to attend the hospital for reduction under anaesthesia. His dislocations occurred during swimming, playing football, playing rugby and eventually during sleep. He had capsular shift surgery to reduce the risk of further shoulder dislocation. Since 2007, he has not had any further shoulder dislocation.

He played squash casually during his secondary school years. His interest grew when he was studying at Kolej Tuanku Ja'afar (KTJ) boarding school. He played competitively when he was studying at International Medical University (IMU) and he played at the National Squash Centre, Bukit Jalil National Sports Complex. He represented University of Edinburgh and Cardiff University to play at Nottingham Malaysian Games in 2003 and 2012 respectively.

He is a keen runner. He participated in 1 full marathon and 4 half-marathons before. He ran his full marathon at Edinburgh in 2006. He ran half-marathons at Penang half marathon 2003, Seremban half marathon 2003, Cardiff City half marathons 2013 and 2014.

Pemgembaraan

Chan telah melakukan kedua-dua skydiving dan menyelam skuba. Beliau memperolehi lesen Profesional Penyelam Penyelam Profesional (PADI) untuk menyelam air terbuka pada tahun 1996. Dia menyelam di Pulau Mabul, yang terletak berhampiran Pulau Sipadan. Dia melakukan tandem skydiving pada tahun 2012 di Skydive Hibaldstow, Hibaldstow Airfield, Yorkshire, England. Adventures

Chan has done both skydiving and scuba diving. He obtained his Professional Association of Diving Instructors (PADI) licence for open-water diving in 1996. He dived at Mabul Island, which is close to Sipadan Island. He did tandem skydiving in 2012 at Skydive Hibaldstow, Hibaldstow Airfield, Yorkshire, England. He jumped out from an aeroplane at 15,000 feet and had free drop for a minute before opening the parachute to land.

As a Sabahan, Chan thinks that it is important to climb Mount Kinabalu and to scuba dive near Sipadan Island, of which he has done both. He has climbed Mount Kinabalu, the highest mountain in South East Asia for 3 times and he reached the Low's Peak in 1996, 1997 and 2000 respectively. He has used both routes to climb the mountain, namely Timpohon Gate and Mesilau routes.

He attended Outward Bound School (OBS) Leadership Training Course in 1996 (Sabah) and in 2000 (Lumut, Perak). In the 10-day OBS course in 2000, he was also the sea captain to lead 40 people to Pangkor Island over an 8-hour sea journey from Lumut to Pangkor Island.

Chan likes to play Chinese Chess and practises Chinese calligraphy. These interests were influenced by his early education at Chinese primary school, S.R.J.K. (C) Sin Hwa, Tawau. He participated in inter-school Chinese Chess competitions when he was studying at primary and secondary schools. He has organised a Chinese calligraphy exhibition at International Medical University campus on behalf of the Chinese Society of IMU in 2000.

He reads widely. Despite the fact that he is a medical doctor as well as a lawyer, he actually enjoys more reading books which are not of medical or legal topics. He particularly likes books written by Sir Arthur Conan Doyle, Jin Yong (Bahasa Cina: 金庸code: zh is deprecated ), Jeffery Archer and John Grisham. He was inspired by Sir Arthur Conan Doyle to study law after studying medicine.

He has achieved certifications in Barista Skills Foundation and Barista Skills Intermediate awarded by Specialty Coffee Association of Europe (SCAE). He did his training in London School of Coffee under Ben Townsend in 2016.

He chose to study the 3-year bachelor's degree instead of a 2-year Graduate Diploma in Law so that he could study the Medical, Ethics and Law module. His personal tutor was Annette Morris. During his final year law degree, he took dissertation as one of his module and he wrote a 15,000-word dissertation entitled "Beyond Consent in Law to Performing Consent in Practice: A Socio-Legal Analysis of Doctors’ Understanding" under the supervision of Professor Nicolette Priaulx. He also took Medical, Ethics and Law module during his final year of law degree and his lecturers for the module were Professor Priaulx and Dr Atina Krajewska. This is Chan first Master's degree. He undertook the Edinburgh Surgical Science Qualification (ESSQ) online distance learning part-time over 3 years whilst he was a core surgical trainee. In the second year, he obtained the Diploma in Surgical Science and in his third (final) year of this master course he obtained Master of Science in Surgical Science. He wrote a 10,000-word dissertation with the title of "Systematic Review and Meta-analysis of the Use of Tranexamic Acid in Tonsillectomy" in his final year of the course under the supervision of Mr Faiz Tanweer and it was published in European Archives of Oto-Rhino-Laryngology. His research was over 2 years at Daisy Research Laboratories, Cottingham and he wrote a 35,000-word thesis entitled "Analysis of Head and Neck Squamous Cell Carcinoma Tissue Maintained in a Micro fluidic Device Following Chemotherapy". At completion of his research and submission of thesis, he obtained Master of Science (by Thesis) in Medical Science awarded by Hull York Medical School in 2014. During his second Master's degree graduation, he was also awarded Postgraduate Certificate in Research Training by University of Hull as he has completed 60 credits during his laboratory research period.

He developed his interest in Ear, Nose and Throat Surgery when he was training as a surgical doctor at the ENT, Head and Neck Unit of Belfast Royal Victoria Hospital. He was inspired by Mr Gary John McKee, an ENT surgeon who was also his assigned educational supervisor to develop a career in Ear, Nose and Throat Surgery.

His ACF training was administered by Yorkshire and Humber Deanery. His training programme director was Mr Paul Renwick, a vascular surgeon at Hull Royal Infirmary. During his ACF training from 2010 to 2012, he worked at Castle Hill Hospital, Cottingham and Hull Royal Infirmary, Kingston upon Hull. He was required to produce a thesis as part of his ACF training, using 25% of his training time. Upon submission of the thesis, he obtained Master of Science (by Thesis) in Medical Science awarded by Hull York Medical School in 2014. Despite the fact that he was an ENT run-through trainee with National Training Number (NTN), he proceeded to study law at Cardiff University in 2012.

Chan has 3 surgical qualifications, namely MRCSEd, DOHNS and MRCS(ENT). As an ENT surgical doctor, he undertook both the Membership of the Royal College of Surgeons (MRCS) multi-part examination as well as the Diploma of Otolaryngology Head and Neck Surgery (DOHNS) multi-part examination. In 2011, he obtained the MRCS postgraduate diploma and became a member of the Royal College of Surgeons of Edinburgh after passing his Part A and Part B of the examination. After passing the MRCS examination, he adopted the practice of reverting title from Dr back to Mr as many other surgeons do when they successfully complete their qualifying surgical examination in surgery. Subsequently in 2012, he passed both Part A and Part B of the DOHNS examination, which was an essential if not mandatory examination for ENT surgical trainees. In the same year, he was awarded MRCS(ENT) as he passed both examination parts of MRCS and Part B of DOHNS.

Inspiration

Chan inspired to become a lawyer when he was a third / fourth year medical student at University of Edinburgh. His inspiration came from Edinburgh alumnus Sir Arthur Conan Doyle. After working 6 years as a doctor, he applied through UCAS and chose Cardiff University to read his law degree. Chan chose Cardiff University for 3 reasons. The first reason was that Cardiff Law School was able to offer everything academically for Malaysian law students to practise law in Malaysia. Secondly, Cardiff Law School offered generous scholarships for international students who achieve outstanding academic performance while studying on the LLB programme at Cardiff Law School (£5000 for 70%, £3000 for 65% and £1000 for 60%). Lastly, Cardiff Law School is a good place to meet other Malaysian law students as well as local students. He took Medical Law module and Dissertation module writing about medical law topic in his final year of LLB. He graduated from Cardiff University in 2015 with a high Second Class Honours Division One, rounding to 68 marks.

Chan menjalankan Bar Professional Training Course (BPTC) di City Law School, City University of London pada tahun 2015 selama 9 bulan. City Law School sebelum ini dikenali sebagai Inns of Court School of Law. Beliau berjaya lulus kursus ini dalam percubaan pertamanya dan telah dinilai sebagai Very Competent (VC). Dia dipanggil ke Bar dan diiktiraf sebagai ahli The Honourable Society of Lincoln's Inn pada tahun 2016, inn yang sama seperti Margaret Thatcher, Tony Blair, Tun Abdul Razak Hussein dan Tun Hussien Onn.

Admission to The High Court of Malaya

Chan was admitted as an Advocate and Solicitor of the High Court of Malaya on 11 August 2017 after completing his pupillage at Raja, Darryl and Loh Advocates and Solicitors, Kuala Lumpur on 31 May 2017 under the guidance of his Master, Puan Maidzuira Mohammed. During his pupillage, he did not take take any leave throughout the 9 months period.

Chan telah diiktiraf sebagai Peguambela dan Peguamcara Mahkamah Tinggi Malaya pada 11 Ogos 2017 selepas menamatkan latihannya di Raja, Darryl and Loh Advocates and Solicitors, Kuala Lumpur pada 31 Mei 2017 di bawah bimbingan Masternya, Maidzuira Mohammed. Semasa beliau menjalani latihan, dia tidak mengambil cuti sepanjang tempoh 9 bulan.

Chan is a Sabahan. He commenced his Sabah pupillage on 1 August 2017. He read in the chambers of Alex Decena of Jayasuriya Kah & Co.

Internships and mini-pupillages

Chan undertook legal internships in the United Kingdom as well as in Malaysia while he was reading his law degree and BPTC. During the summer of his second year of law degree in 2014, he did a 2-week internship under Mr Paul Subramaniam at ZICOlaw, a 3-week internship under Mr Yap Yeong Hui at Messrs. Skrine & Co. and a month internship under Datuk Naban at Messrs. Lee Hishamuddin Allen & Gledhill, all of which were in Malaysia. During the summer of his final year law degree in 2015, he did a month internship at Messrs. Raja, Darryl and Loh Advocates and Solicitors in Kuala Lumpur, Malaysia which he returned later in 2016 as a pupil.

For 2 consecutive years in 2013 and 2014, he did a 1-week internship with NHS Wales Shared Service Partnership (NWSSP) Legal & Risk Services under the supervision of Managing Solicitor Anne-Louise Ferguson with exposure to defending doctors in NHS Wales. In April 2016, he did a 3-day mini-pupillage at 42 Bedford Row, London.

Semasa musim panas tahun terakhirnya dalam bidang undang-undang tahun 2015, beliau mejalani latihan selama sebulan di Tetuan Raja, Darryl and Loh Advocates and Solicitors di Kuala Lumpur, Malaysia yang kemudiannya kembali pada tahun 2016 sebagai seorang pupil.

Selama 2 tahun berturut-turut pada tahun 2013 dan 2014, beliau menjalani latihan selama 1 minggu dengan NHS Wales Shared Service Partnership (NWSSP) Legal & Risk Services di bawah pengawasan Pengurus Peguamcara Anne-Louise Ferguson dengan pendedahan kepada doktor mempertahankan diri di NHS Wales. Pro bono

When Chan was studying at Cardiff Law School, he was selected to be in the NHS Continuing Healthcare Pro Bono Scheme from 2013 to 2015. Under this scheme, Cardiff Law School addressed the issue of NHS Continuing Health Care (NHSCHC) funding in conjunction with Hugh James Solicitors. When Chan participated in the scheme, the scheme coordinator was Hannah Walsh.
